Population density is relatively high, with about 200 inhabitants per square km on average. The deltas, with an area of only one quarter of the country territory gather over three quarters' of the total po pulation, while mountainous and highland regions with just 3/4 of national territory have less than 1/4 of the total population.

There are 54 ethnic groups of which the "Kinh" account for almost 87 percent. The population of Vietnam is very young. Young people under 25 years old account for more than 62 percent of the whole population, while those beyond 65 years old are only about 5 percent.

Due to the large numbers of children and youth, and in order to achieve the economic growth envisaged by the "doi moi" economic plans, it is essential for the country to be able to provide good general education and training to its population. But educational services are not equally distributed among sub-groups within the society, remote areas, the poor, the elderly and the disabled.

Regional disparities in educational enrollments at all levels are serious. Three regions the northern mountains, the central plateau, and the Mekong delta are far behind in participation rates.
