The human rural development program assisted by Japa Vietnam in the Ham Tan district started on January 6, 1996. The following 6 villages benefited from the program: Phuoc An, Tan Tao, Tan Lap, Tan Ly, Tan Chau and Bo Cau Trang. The whole project aimed at an integrated program of rural development, building vital roads and bridges, training schools and schools for the illiterate as well as several kindergartens.

Implementation and results:

The construction aimed at facilitating the study of children, helping the parents to have more time for working. They were built at Tan Lap, Tan Chau and Tan Tao. Since the aim is practical, we have seen the direct results once the construction was finished.

This school built in Tan Lap has realized its aim to provide young men and women with possibilities of further improvement in the future. Nevertheless, since there is no much trade in the country it needs adaptation to agriculture.

It was built in Tan Ly and the school accepted many illiterate people. It provides them a favorable place to study with visible results. Nevertheless, once the people leave the school, they face so many difficulties in life that they have no more time to continue their studies and they become again illiterate very fast.

About 150 ha of bare land were reformed and 7@km of roads were constructed or repaired. These projects are very useful. Most land of Ham Tan is hill. Farmers have planted gardens of big fruit trees that give them much profit. During the rainy season, roads and bridges are broken and circulation becomes very difficult.
Sometimes people are drowned to death. Now, thanks to a solid infrastructure the circulation between villages and the farms is assured even in the rainy season. The 5km road from the high way to the foot of the mountain makes the transportation easier and people can enlarge their farming area. Each harvest hundreds of tons of agricultural products move on this road. There are several streams that make it difficult to circulate, but, now, thanks to solid concrete bridges transportation is safe.

This fund has created favorable conditions for farmers to have available capital for animal husbandry, fertilizers and seeds, promoting their production.
Results.

The first effects of the program are the creation of jobs and the maintenance of former jobs through new means. At the same time family incomes have increased.

The following are the main results: poverty has diminished and community unity has increased. The level of participation in community building and a creative ability is much consolidated. Organization levels have raised and the women and children are much relieved now.

As a result of these projects, the relationship between the government and the local people has changed. The local government accepts people's initiatives and their activities. The local democratic ways and the human rights of the beneficiaries of the projects get consolidated. Now, local government sits together with the people to discuss the development of the community's possibilities.

Since the funds often come late, some projects have to be prolonged.
